2. Run chkdsk /f C:, restart the server and see the result. Does this action resolve the issue? If no, go to the next step...
3. Run vssadmin list writers command and report back the result (please do not modify the output when pasting them here).
4. Run vssadmin list providers and report back the result (please do not modify the output when pasting them here).
5. Run diskpart and then in the diskpart> prompt, run list volume and report back the result (please do not modify the output when pasting them here).
6. Run vssadmin list shadowstorage command and report back the result (please do not modify the output when pasting them here).

As in your output log, I cannot find the Shadow Copy Optimization Writer in the writers list that this behavior is not normal. Go to Event Viewer and then Application section. Do you see any error events that it's source is VSS and it's Event ID is 8193 and possibly with the following content?
Volume Shadow Copy Service error: Unexpected error calling routine ConvertStringSidToSid(S-1-5-21-4218825662-1428425431-4128574071-3123.bak). hr = 0x80070539, The security ID structure is invalid.
To resolve this issue, do the following steps:
1. Open regedit and locate 'HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList'
2. Under the ProfileList subkey, delete any subkey that is named SID.bak.
Note --> Please pay attention to the error event's content carefully and delete the subkey that starts with the mentioned SID and ends with .BAK extension. For example, if you see S-1-5-21-4218825662-1428425431-4128574071-3123.bak in the error event, find it in the above registry path and then delete it.
3. Reboot the server and then run vssadmin list writers command. Do you see the Shadow Copy Optimization Writer now?
